Early Life And Education

Alhaji Yakubu Oseni was born on 15th May, 1975 in Adavi Local Government Area of Kogi State. He is a public officer, tax administrator and a social reformer.

Yakubu Oseni started his primary education in RCM/LSMB Primary School in Okene from 1981 – 1987. He attended Abdulaziz Attah Memorial College Okene from 1987–1993 and later proceeded for higher education and obtained a bachelor’s degree in Economics at the Ahmadu Bello University (ABU) Zaria in 2001, M.Sc. in Economics at University of Abuja in 2013.

Career

Yakubu Oseni had his early professional career in banking with the First Bank of Nigeria Plc. In the banking industry, he had the opportunity to work and also head broad and varied areas of banking operations and business development. Oseni was able to prove myself as a seasoned banker and administrator until he left the organization as a Business Manager in 2016.

Upon leaving the banking industry, he joined the Kogi State Government and was appointed Executive Chairman of the Kogi State Internal Revenue Service.

Under his watch, the Kogi State Internal Revenue Service has achieved the following within 2 years between 2016 and 2018: Awakening the tax culture of the citizen’s through enlightenment campaign in Local, Pidgin and English language in both electronic and print media with the creation of massive awareness campaign in the state; automation of tax collections and reporting system to block revenue leakages; Activating dormant revenue items previously uncollected in the state such as;

Introduction of Regulation on Stamp Duty Tax which is a prerequisite for state to enjoy full opportunity provided by Stamp Duty Act; triple revenue collections as at the end of December, 2016; introduction of Tax Audit Monitoring Agent (TAMA) which hitherto is none existent in the defunct Board of Internal Revenue; restructuring of the KGIRS Management structure by creating the following departments which are previously nonexistence: Legal Department, ICT Department, Administration/Corporate Services Department, Internal Audit Department;

Recruitment of professionals and young graduates numbering over 400 into State Internal Revenue Service; establishment of Motor Licensing centre in Kabba and Okene for seamless administration of Road Taxes; renovation and repositioning of Area Tax offices across the state for effective tax administration; organizing the Maiden edition of Revenue Generating Agencies Summit;

Drafting and submission of the following Bill to the office of the Executive Governor for onward presentation to the State Executive Council and the State House of Assembly: Land Use Charge Law, Infrastructure Regulation Agency; Activating and flagging off of House numbering and Street naming across all Local Government in the state with intention to generate and increase IGR.
